Navigating the CDPAP Transition in 2025: Addressing Uncertainty In New York State

Post - Navigating the CDPAP Transition in 2025: Addressing Uncertainty In New York State

The Consumer Directed Personal Assistance Program (CDPAP) in New York State is going through a significant transition. With the shift to a single Statewide Fiscal Intermediary (FI) planned for April 1, 2025, many of you are facing questions and concerns. And while we know that much of this information isn’t new to you, we also recognize the ongoing uncertainty surrounding this change.

Understanding the Changes and What They Mean for Existing FIs

The transition to a centralized FI, led by Public Partnerships LLC (PPL), aims to build efficiency and streamline administrative processes within CDPAP. PPL will work with over 30 regional partners across New York State, including organizations like the Chinese American Planning Council, Concepts of Independence, Angels In Your Home, and Consumer Directed Choices. These regional partners will play pivotal roles in their respective areas across the state.

However, if your organization hasn’t been selected as a regional partner or subcontractor, the future of your business in the CDPAP space can seem uncertain. Many of you have spent years building relationships with consumers and personal assistants, and now face an unclear path for transitioning these relationships to the new system. While we are all waiting for more concrete guidance on this transition, it’s crucial to plan for the possible outcomes and to stay focused on maintaining continuity for the consumers you serve.

Supporting FIs Through the Transition

At Showd.me, we understand that this transition is a significant shift for many of you, and our goal is to serve as a reliable resource throughout this process. Here are some recommendations for managing through the uncertainty of this transition:

  1. Stay Up-To-Do With Regulatory Compliance: As New York’s CDPAP shifts to a centralized model, it’s more important than ever to keep up with evolving regulations. We know that many of you are already well-versed in the requirements, but the changes bring new complexities. Regularly monitor official channels for updates and guidance throughout this transition period. We’ll also continue our commitment to share what we learn and offer support so you you can better adapt to the new expectations from Statewide FIs, even as your role evolves.
  2. Revisit Operational Processes: For many existing FIs, the transition may mean adjusting operations to fit into a new role or exploring different opportunities in home care. Re-evaluate your current processes to identify areas where you can simplify workflows, streamlined administrative tasks and increase efficiencies to make it easier to manage the day-to-day, even during uncertain times. We are ready to offer insights and practical guidance to help you adapt, whatever your next steps may be.
  3. Continue To Provide Training Resources: We understand the uncertainty that many personal assistants are facing right now, as the program’s structure changes. While the direct training of personal assistants remains the responsibility of consumers, we recommend and are committed to providing content that can help ensure they are ready for the challenges ahead. From cultural competence to home care best practices, our educational resources can support your efforts to maintain high standards of care and help personal assistants feel confident in their roles during this transition.
